Structural Corruption in Ecuador’s Law Enforcement Agencies: Governance, Transparency, and Public Oversight [Corrupción estructural en fuerzas del orden ecuatorianas: gobernanza, transparencia y control ciudadano]

The purpose of this article is to analyse structural corruption within Ecuador’s law enforcement agencies; within this framework, the aim is to examine structural corruption in Ecuador’s law enforcement agencies from the perspectives of governance, transparency and public oversight. The study adopts a qualitative approach with a bibliographic-documentary design, applied through a review of national legislation, international treaties and specialist literature on human rights and security. The information was processed through critical analysis and theoretical systematisation. The results show that corruption stems from vertical hierarchical structures, regulatory weakness and the absence of effective external oversight, factors which foster impunity and the perpetuation of authoritarian practices. Consequently, there is a need to strengthen accountability, institutional transparency and mechanisms for public oversight.
